Department must promulgate mobile home code by December 31, 2022 after consulting with the commission, consumer advocates, legal aid groups, local governments, manufactured housing industry representatives, and residential groups.

Code must govern mobile home park construction standards including fire hydrants, road signs, utilities, and recreational facilities; dealer sales practices including advertising and financing terms; and installer/repairer licensing and training requirements.

Code must address consumer protections including deposit regulations, warranty disclosures, service records for used mobile homes, and certificate of title applications.

Code must establish rules for seasonal mobile home parks, audit inspections, retailer practices and prohibited conduct, and hearing processes for persons aggrieved by local government decisions on park licensing.

Existing administrative rules remain in effect until December 31, 2022 or until new departmental rules are promulgated, whichever is earlier; bill takes effect only if HB 4298, 4299, 4301, 4302, 4303, and 4304 are also enacted.
