Requires mobile home park owners to designate a contact representative and update information within 30 days of sale or designee change, with $50 administrative fine for non-compliance.

Adds administrative fine of up to $5,000 and civil fine of up to $50,000 as penalties for violations; imposes fine of up to $100,000 for operating unlicensed mobile home parks, with 30-day notice requirement before enforcement action.
