Amends the definition of "authorized business" to allow eligible businesses to satisfy job creation or job retention requirements through associated businesses, subsidiary businesses, affiliated businesses, employee leasing companies, or professional employer organizations that have contractual service agreements with the authorized business.

Modifies the "new capital investment" definition to clarify that new construction includes physical additions of equipment or furnishings subject to the general property tax act's provisions on personal property.

Adds definitions for "eligible next Michigan business" to include businesses engaged in multimodal commerce shipment, supply chain services, or manufacturing/assembly facilities receiving or shipping majority of products via multimodal commerce.

Expands "high-technology activity" definition to include digital media, internet publishing and broadcasting, video gaming, web development, entertainment technology, music production, and film and video production and distribution.

Takes immediate effect only if House Bill No. 4378 of the 101st Legislature is also enacted into law.
