Establishes the Legislative Open Records Act (LORA) as Part 2 of the Freedom of Information Act, creating a public right to inspect, copy, or receive copies of legislative public records upon written request to a LORA coordinator.

Defines "public record" as writings prepared, owned, used, or retained by a public body in the legislative branch that has been in possession for 15 days or more, excluding computer software and records exempt under section 29d.

Requires written requests to include the requesting person's complete name, address, and contact information; exempts individuals qualifying as indigent from this requirement.

Prohibits public bodies from destroying or altering public records or records that will become public records before they have been in possession for 730 days, except for records exempt from disclosure.

Takes effect January 1, 2022, but only if all nine related bills (HB 4392, 4386, 4389, 4387, 4388, 4385, 4390, 4384, and 4391) are also enacted into law.
