Requires public bodies to separate exempt and nonexempt material in public records and make nonexempt material available for examination and copying under the Freedom of Information Act.

Directs public bodies to design records in a way that facilitates separation of exempt from nonexempt information where practicable, and to generally describe exempted material unless the description would reveal the exempt information's contents.

Authorizes the Attorney General to provide counsel and advice to public bodies on administering the Freedom of Information Act upon request.

Takes effect January 1, 2022, contingent upon enactment of Senate Bill No. ____ or House Bill No. 4383 of the 101st Legislature.
