Adds sections 29c and 29d to Michigan's Freedom of Information Act, effective January 1, 2022, contingent on passage of HB 4383.

Section 29c clarifies that the FOIA does not limit constitutional privileges and immunities, and does not create a private cause of action for violations.

Section 29d establishes broad exemptions from public disclosure for legislative records, including communications between legislators and constituents, internal/advisory communications, trade secrets, attorney-client privileged information, and security measures.

Specifically exempts all records created, prepared, owned, or retained by the legislature and its caucuses prior to January 1, 2022, and protects majority and minority caucus records from disclosure.

Prohibits exemption of employee and official salary records and records otherwise required by law to be public, preserving certain transparency requirements.
