Modifies the Freedom of Information Act to change references from "act" to "part" in multiple exemption provisions.

Expands the definition of "public body" in subdivision (e) to include public bodies as defined in part 2 of the statute.

Adds new exemption (bb) for records in the executive office of the governor or lieutenant governor relating to appointments, removal/suspension decisions, pardons, budget recommendations, expenditure reductions, legislative messages, and the executive residence.

Adds new exemptions (cc) through (gg) protecting executive privilege, pre-January 1, 2022 gubernatorial records, constituent communications, gubernatorial security information, and cell phone numbers of the governor or lieutenant governor.

Removes a previous provision (subsection 4) that prohibited withholding public records transferred to the governor's office after a public records request was received by another state agency, effective January 1, 2022.
