Prohibits recording deeds or instruments containing restrictive covenants that restrict occupancy or ownership based on race, color, religion, sex, familial status, national origin, or other Fair Housing Act-protected classes.

Declares prohibited restrictions void and unenforceable; courts and other persons cannot enforce such restrictions.

Allows property owners, homeowners associations, condominium boards, and affected occupants or tenants to record a "discharge of prohibited restriction" form to remove discriminatory language from recorded deeds.

Homeowners associations and condominium boards may record discharge forms by simple majority board vote, including upon written member request; no owner or mortgagee approval required.

Property owners or affected parties may bring circuit court declaratory judgment actions to compel recording of discharge forms; violators liable for court costs and reasonable attorney fees.
