Appropriates $13,759,819,500.00 from the state school aid fund, $50,964,600.00 from the general fund, and up to $77,700,000.00 from the community district education trust fund for public schools in fiscal year 2021-2022.

Allocates federal COVID-19 relief funds including $115,658,900.00 from the Governor's Emergency Education Relief (GEER) fund and $1,656,308,300.00 from the Elementary and Secondary School Emergency Relief (ESSER) fund under the Coronavirus Response and Relief Supplemental Appropriations Act.

Allocates $3,347,849,700.00 from ESSER funds under the American Rescue Plan Act of 2021 to school districts based on Title I funding proportions, with at least 20% reserved for addressing learning loss and supporting disadvantaged student subgroups.

Provides $86,777,000.00 from GEER funds and $93,023,000.00 from American Rescue Plan funds for emergency assistance to nonpublic schools.

Allocates $152,400,000.00 in federal funds and $10,000,000.00 in state school aid funds for COVID-19 remediation services including summer programs ($550 per student), credit recovery programs ($550 per student), and before-school/after-school programs (up to $25,000 per district).
