Changes violations of tobacco, vapor product, and alternative nicotine product laws by minors from criminal misdemeanors to state civil infractions.

First violation: fine of not more than $50.00, with possible court-ordered health promotion program and up to 16 hours of community service.

Second violation: fine of not more than $100.00, with possible health promotion program and up to 32 hours of community service.

Third or subsequent violation: fine of not more than $150.00 (for tobacco) or $100.00 (for vapor/alternative nicotine products), with possible health promotion program and up to 48 hours of community service.

Adds "civil sanctions" to the act's title and provides exemptions for minors in undercover law enforcement operations and employment-related handling of these products; takes effect 90 days after enactment.
