Requires new PACE entities to submit documentation proving relevant experience, financial resources, service necessity, and that the proposed program will not harm existing PACE program viability.

Establishes that a service area must contain at least 5,000 potential PACE eligible clients before a competing PACE program can be approved.

Requires the medical services administration to approve or deny a proposed PACE program within 90 days of receiving required documentation.
