Amends Michigan's alcoholic beverage control law to allow the commission to issue motorsports event licenses for beer and wine or spirits sales at motorsports entertainment complexes during sanctioned events only.

Defines "motorsports entertainment complex" as a closed-course facility with at least 1,500 fixed seats, at least 2 scheduled motorsports events per calendar year, food and beverage service through concessions, and engagement in tourism promotion.

Sets license fees at $250 for beer and wine only, or $600 for beer, wine, mixed spirit drinks, and spirits at motorsports complexes.

Permits members of the public age 21 and older to bring outside beer and wine into the complex during motorsports events (up to 7 consecutive days) and consume it in licensed premises areas open to the general public.

Makes licensees at motorsports complexes subject to civil liability under section 801 for damages or injuries caused by unlawful consumption of alcoholic liquor by minors or visibly intoxicated persons, whether the liquor was sold by the licensee or brought in by patrons.
