Amends section 309 of the 1949 Vehicle Code to modify requirements for operator's and chauffeur's license examinations and testing procedures.

Requires individuals administering vehicle group designation or endorsement knowledge tests to successfully complete state and Federal Bureau of Investigation fingerprint-based criminal history checks through the Department of State Police.

Requires examiners conducting driving skills tests under agreements with public or private entities to complete state and FBI fingerprint-based criminal history checks as required by 49 CFR 384.228.

Establishes felony penalties for corrupting examining officers, varying from prescribed testing methods, and forging or altering driving skills test certifications.

Takes effect immediately upon approval on March 23, 2022.
