Establishes Part 115 Subpart 1 for General and Definitions related to solid waste management under the 1994 Environmental Protection Act.

Adds comprehensive definitions for waste management terms including "benchmark recycling standards" requiring 90% of single-family dwellings in urban areas have access to curbside recycling by January 1, 2026, and 90% in municipalities with 5,000+ residents by January 1, 2028.

Defines "chemical recycling" as manufacturing process converting post-use polymers into feedstocks and chemicals through pyrolysis, gasification, depolymerization, and similar technologies, explicitly excluding incineration and waste-to-energy processes.

Establishes definitions for beneficial use categories (1-5) for industrial by-products including coal ash, foundry sand, cement kiln dust, and other materials when used in specific applications like road construction, soil amendment, or waste treatment.

Takes effect 90 days after enactment only if House Bills 4455, 4456, 4457, 4458, 4459, 4460, and 4461 are all enacted into law.
