Establishes new requirements for landfill gas collection and control systems, including vertical and horizontal gas extraction wells, monitoring ports, and blower systems designed to maintain at least 10 inches of water column vacuum at wells.

Requires owners and operators of type II landfills to submit revised engineering plans and begin operating active gas collection systems on specified timelines, with monthly monitoring of gas extraction wells for methane, nitrogen, oxygen, pressure, temperature, and liquid levels.

Adds new coal ash impoundment and landfill regulations including minimum 5-foot clearance from primary liner to groundwater, enhanced detection monitoring for specific constituents (boron, calcium, chloride, fluoride, iron, pH, sulfate, total dissolved solids), and closure requirements within 6 months of final coal ash placement.

Creates waste diversion center requirements limiting annual solid waste to 15% or less of diverted waste received, requiring transfer of diverted waste within 1 year, and mandating recordkeeping and notification to the department for facilities collecting more than 50 tons annually.

Modifies application fees for disposal area construction permits, ranging from $500 to $33,000 depending on landfill type and expansion scope, and establishes annual operating license fees of $13,000 for coal ash facilities.
