Establishes financial assurance requirements for landfills, coal ash impoundments, and materials management facilities including bonds, trust funds, and escrow accounts before operating licenses can be issued.

Creates two categories of landfill financial assurance: subdivision (a) landfills pay $20,000 per acre (capped at $2,000,000) plus maintain perpetual care funds, while subdivision (b) landfills demonstrate cost estimates for closure and postclosure care.

Requires landfill owners to establish and maintain landfill care funds and perpetual care funds with standardized cost estimates for closure (base cost $40,000/acre), postclosure maintenance ($400-$4,000/acre annually), and corrective action.

Imposes surcharges on landfill operators: 36 cents per ton of solid waste and 12 cents per ton of industrial waste before October 1, 2023; captive facilities pay fixed annual fees ranging from $500 to $3,000.

Takes effect 90 days after enactment and is conditional upon enactment of companion bills HB4454, HB4455, HB4456, HB4458, HB4459, HB4460, and HB4461.
