Designates sections 11526-11533 as Subpart 5 (Miscellaneous), sections 11539-11541 as Subpart 6 (Incinerators and Open Burning), and sections 11546-11549 as Subpart 7 (Enforcement) of Part 115 of the Natural Resources and Environmental Protection Act.

Expands inspection authority for the department, health officers, and law enforcement to inspect managed materials transporting units and conduct random inspections of waste being transported to materials management facilities in the state.

Prohibits landfills from accepting out-of-state solid waste unless the waste is uniform, has been processed to remove prohibited items, or comes from an approved jurisdiction; allows waste disposal capacity planning within 130 miles to prevent new landfill construction permits.

Establishes civil fines for open burning of household waste containing prohibited materials (plastic, rubber, chemicals, etc.), ranging from $75 for second offense to $300 for fourth or subsequent offense within 3 years.

Repeals sections 11529, 11534-11538, 11539a, 11547, and 11548 of the 1994 Act; effective 90 days after enactment, contingent on passage of six companion House bills (4454, 4455, 4456, 4457, 4459, 4460, 4461).
