Establishes the solid waste management fund within the state treasury with a solid waste staff account and perpetual care account, with funds designated for permit review, facility inspections, enforcement, and grants for recycling programs.

Creates three grant programs: recycling markets program for equipment and technology, local recycling innovation program for infrastructure and education, and recycling access and voluntary participation program for counties and municipalities meeting recycling benchmarks.

Requires the Department of Environment, Great Lakes, and Energy to submit annual reports by March 1 detailing solid waste management activities, including permit applications processed, inspection numbers, enforcement actions, complaints, and fund revenues.

Establishes the coal ash care fund within the state treasury for permit review, inspections, enforcement, and corrective actions related to coal ash impoundments and landfills.

Authorizes the Department to approve materials as beneficial use by-products, inert materials, source separated materials, or low-hazard industrial waste if they meet environmental and health protection standards, with the Department of Agriculture administering part 115 regulations for materials licensed under agricultural statutes.
