Establishes a materials management plan (MMP) process requiring each county to have an approved plan for managing solid waste and other materials, replacing previous solid waste management plans.

Creates county approval agencies (CAAs) and planning committees with representatives from waste industry, environmental groups, and local government to oversee MMP development and implementation.

Requires MMPs to include measurable goals for waste diversion from landfills, recycling benchmarks, inventory of materials management facilities, siting processes for new facilities, and recycling education strategies.

Authorizes the Department of Environment, Great Lakes, and Energy to prepare an MMP if a county fails to submit a notice of intent or if the MMP approval process is not completed within specified timeframes.

Establishes annual materials management planning grants to counties for MMP development and implementation, with grant amounts based on county population and number of counties in the planning area.
