Creates a correctional employee wellness board as an autonomous board within the department consisting of 6 members: one appointed by the director of human resources, one state correctional officer union member, one member from specified labor unions, one mental health expert, one corrections training council representative, and one correctional facility employee.

Establishes that board members serve 2-year terms without compensation but may receive reimbursement for necessary expenses, with four members constituting a quorum and a majority required for official action.

Requires the board to provide access to wellness experts, create wellness programs and training pilots, compare current department policies with new initiatives, set funding metrics and goals, and produce annual reports with recommendations for current and retired employee wellness.

Protects information provided by state correctional employees from disclosure under the Freedom of Information Act and prohibits department interference with the board's duties or retaliation against employees managing wellness services.

Takes effect only if House Bill No. 4468 of the 101st Legislature is enacted into law.
