Appropriates $39,189,600 for capital outlay projects in fiscal year 2021, with $37,789,600 from the Michigan Natural Resources Trust Fund and $1,400,000 from federal revenues.

Funds 71 acquisition and development projects across Michigan counties, including land acquisitions, trail development, park improvements, and wetland restoration projects ranging from $15,000 to $5,000,000 per project.

Requires Department of Natural Resources to enter into agreements with local units of government ensuring acquired lands are dedicated to public outdoor recreation in perpetuity and requiring a 1/6 minimum royalty interest in retained minerals for parcels over 5 acres.

Appropriations are subject to full payment only after proof of project completion or land acquisition is verified by the Department of Natural Resources, with authority to waive this requirement.

Lapses previous fiscal years' withdrawn grant appropriations totaling $7,429,000 from 2018-2020 to redirect funding to new projects in this appropriation.
