Creates new criminal offense for assaulting elder adults (80+ years) or vulnerable adults, punishable as misdemeanor with up to 1 year imprisonment or $1,000 fine.

Elevates assault causing physical injury, pain, or mental suffering to felony with up to 4 years imprisonment or $5,000 fine.

Increases penalties to up to 15 years imprisonment or $10,000 fine for assaults causing serious impairment of body function, and up to 25 years imprisonment or $25,000 fine if assault causes death.

Makes it felony to restrain elder or vulnerable adults through violence, menace, fraud, or deceit, punishable by up to 4 years imprisonment or $5,000 fine.

Requires local area agencies on aging to report violations to the Department of Health and Human Services; allows consecutive sentences for related crimes; effective 90 days after enactment.
