Requires each hospital to create and maintain accurate records of direct care registered professional nurse-to-patient ratios in each unit for each shift.

Records must include the number of patients in each unit and the identity and duty hours of each direct care registered professional nurse assigned to each patient for each shift.

Hospitals must maintain these records for not less than 3 years.

Records must be made available to the Michigan Department of Health, registered professional nurses, their collective bargaining representatives (if any), and the public under department rules.

Takes effect 90 days after enactment into law.
