Eliminates the April 1, 1987 date restriction that previously limited disciplinary credits to prisoners convicted before that date, making all prisoners eligible for disciplinary credits under the same schedule.

Restores disciplinary credits for all eligible prisoners and requires the Department of Corrections to recalculate parole eligibility and discharge dates for prisoners serving sentences on the effective date.

Removes provisions related to "good time" credits and replaces terminology throughout with "disciplinary credits" while maintaining the credit accumulation schedule (5-15 days per month depending on years served).

Repeals sections 34 and 35 of 1893 PA 118 effective 90 days after enactment and takes effect 90 days after enactment, contingent on House Bill 4488 being enacted into law.

Maintains existing rules regarding forfeiture of disciplinary credits for major misconduct findings and the warden's authority to restore forfeited credits based on good conduct and committee recommendations.
