Reduces the application and licensing fee for concealed pistol license renewals from $115.00 to a maximum of $45.00, whether submitted to county clerk or through the state police system.

Allocates fee revenue as follows: $15.00 to state treasurer for the Department of State Police general fund, and the remaining balance to the county's concealed pistol licensing fund (previously split $36.00 to county and remainder to state).

Eliminates the December 1, 2018 deadline requirement for the Department of State Police to establish an online or mail-in renewal system, making the system requirement permanent.

Removes provisions allowing members of the armed forces on out-of-state orders to submit renewal applications by first-class mail with notarized documents and extended mailing options (previously authorized until November 30, 2018).

Bill effectiveness is contingent upon the enactment of House Bill No. 4030 of the 101st Legislature.
