Eliminates detailed university-by-university appropriations and replaces with a single $100.00 appropriation distributed proportionally among 15 public universities based on each university's fiscal year equated students.

Reduces appropriations for Michigan public school employees' retirement system reimbursement from $11,695,000.00 to $100.00, and for grants and financial aid from $145,283,200.00 to $100.00.

Updates HEIDI data submission deadlines for public universities, moving from November 15, 2020 to October 15 of each fiscal year for institutions with June 30 fiscal year ends.
