Secretary of state must establish comprehensive training curriculum and procedures for election challengers regarding their powers, rights, and duties on election day.

County clerks and secretary of state must offer election challenger training 45-100 days before each primary, general, and special election to political parties, incorporated organizations, and organized committees seeking to designate challengers.

Election challengers must attend training within 90 days before an election and receive a signed certificate of completion to serve; certificate valid for 90 days and may be issued electronically with electronic signature.

Secretary of state shall create and maintain a registry of political parties, organizations, and committees that complete training, including names of attendees and contact persons, posted on the department website.

Political parties, incorporated organizations, and organized committees that issue certificates of completion to individuals who did not receive training are subject to a state civil infraction with fines up to $2,500.
