Removes references to May school election dates in intermediate school district annexation and disorganization procedures, replacing conditional language tied to May elections with fixed January 1 appointment terms.

Changes appointment term language for annexed district members on intermediate school boards from conditional dates (January 1 or July 1 depending on May elections) to a uniform January 1 expiration date.

Replaces archaic statutory language including "shall" with "must" and "prior to" with "before" throughout sections 702 and 703 for modernization and clarity.

Applies the same appointment term standardization to intermediate school districts that dissolve and attach to contiguous districts under section 703.

Takes effect January 1, 2023, contingent upon enactment of Senate Bill No. ____ or House Bill No. 4530 by the 101st Legislature.
