Creates the Student Postsecondary Preparedness (SPP) Fund as a separate account within the state school aid fund to support high school students taking qualifying assessments that generate postsecondary credentials or industry certifications.

Allocates unexpended funds from section 104 resulting from changes in section 104b to the SPP Fund for disbursement to eligible districts and intermediate districts for fiscal year 2020-2021.

Provides payments to eligible districts and intermediate districts up to $100.00 per pupil to cover costs of qualifying assessments, including professional certifications, career and technical education assessments, and college credit-bearing exams for grades 9-12 students.

Requires the Department of Education to issue a list of qualifying assessments by September 30, 2021, in consultation with trade unions, school administrators, career and technical education program administrators, counselors, and teachers.

Contains a tie-bar provision making this bill effective only if House Bill No. 4037 of the 101st Legislature is enacted into law.
