Adds definitions for streetcars, streetcar tracks, street railways, and street railway systems to Michigan's vehicle code.

Requires operators of bicycles and vehicles on streetcar tracks to yield to streetcars, remove vehicles from tracks when signaled, and prohibits blocking or interfering with streetcar movement.

Establishes new Chapter VIA with rules for streetcar passengers including fare payment requirements, station occupancy limits, prohibitions on smoking/eating/animals, and disruptive conduct violations.

Authorizes street authorities and law enforcement to remove vehicles, cargo, or personal property blocking streetcar tracks and grants immunity from liability except for gross negligence.

Adds transit police officers employed by public bodies under interlocal agreements to the definition of "police officer" and grants them law enforcement authority to enforce state laws and local ordinances.
