Requires notary public applicants beginning January 1, 2022 to complete an approved education program of at least 4 hours covering relevant duties and responsibilities before applying for appointment or reappointment.

Requires all notary public applicants and reapplicants beginning January 1, 2022 to pass a secretary-developed examination, with proof of education program completion required before taking the exam.

Modifies felony and misdemeanor disqualifications for notary public appointment to exclude applicants convicted of a felony as defined in section 41(5) or a specified misdemeanor as defined in section 41(2).

Mandates notary publics maintain a chronological official journal (paper or electronic) documenting each notarial act, including date, time, type of act, record details, signer information, identification evidence used, and fees charged.

Takes effect 90 days after enactment.
