Prohibits insurers from refusing to insure, refusing to continue insurance, or limiting coverage based on gender, gender identity, or sexual orientation in addition to existing protected classes (race, color, creed, marital status, sex, national origin).

Maintains exceptions allowing marital status to be used for classifying family units and allowing reasonable relationships between risk factors (residence, age, disability, occupation, location) and coverage decisions.

Replaces language referring to "commissioner of insurance" with "director" throughout the statute.

Clarifies that rate differentials based on protected characteristics must follow sound actuarial principles and reasonable classification systems based on actual loss statistics or reasonably anticipated experience.

Changes statutory language from "shall" to "does" for grammatical consistency.
