Bans landlords from making distinctions in rental price, terms, conditions, fees, or services based on tenant's source of income, or discouraging rental to applicants based on income source.

Requires landlords to subtract rent vouchers or subsidies from total monthly rent before applying income threshold requirements to prospective or current tenants.

Prohibits landlords from publishing advertisements or notices indicating any preference, limitation, or requirement based on source of income.

Allows tenants harmed by violations to recover actual damages or up to 4.5 times the monthly rent (whichever is greater), plus court costs and attorney fees.
