Expands the definition of ethnic intimidation under Michigan law to include gender identity and sexual orientation as protected characteristics, in addition to existing protections for race, color, religion, gender, and national origin.

Maintains criminal penalties for ethnic intimidation as a felony punishable by imprisonment for not more than 2 years, a fine of not more than $5,000, or both.

Preserves civil cause of action for victims of ethnic intimidation to seek injunctions, actual damages including emotional distress, and other appropriate relief.

Allows prevailing plaintiffs in civil cases to recover treble damages (3 times actual damages or $2,000, whichever is greater) and reasonable attorney fees and costs.

Takes effect 90 days after enactment into law.
