Amends parole guidelines to require the parole board to consider offense type, institutional performance and conduct, prior criminal record, and other relevant factors when making release decisions.

Allows the parole board to consider statistical risk screening and prisoner age as optional factors in developing parole guidelines, while prohibiting disparities based on race, color, national origin, gender, religion, or disability.

Permits the parole board to depart from guidelines only for substantial and compelling objective reasons stated in writing, with specific circumstances listed for denying parole to prisoners with high probability of release (subsection 7).

Establishes review schedules requiring annual reviews for prisoners scoring high or average probability of parole, and biennial reviews for those scoring low probability, until a higher score is attained.

Allows the parole board to waive standard review requirements for up to 5 years if a majority agrees that conducting reviews would cause additional harm to victims, subject to specific findings being documented.
