Allocates $1,493,410,500.00 in federal ESSER (Elementary and Secondary School Emergency Relief) funds and $136,000,000.00 in state school aid fund money to Michigan school districts for 2020-2021.

Increases the amount of federal funds distributed directly to districts from $650,000,000.00 to $1,490,677,500.00, allocated proportionally based on each district's Title I funding from the prior fiscal year.

Removes conditions requiring districts to offer at least 20 hours of in-person instruction weekly, maintain an approved COVID-19 learning plan, and pledge compliance with instruction delivery requirements in order to receive state supplemental funding.

Requires districts to submit a spending plan by April 23, 2021, detailing how funds will be used, disaggregated by service type, with the department reporting to the legislature.

Allocates $2,733,000.00 to the department for administrative costs and establishes April 23, 2021 as the deadline for district spending plan submission.
