Prohibits the state from entering into employment contracts with state officers (heads of principal departments or agencies) that include provisions restricting disclosure of information regarding the performance of their official duties.

Allows nondisclosure restrictions only if required by law, included in a non-compete agreement complying with Michigan antitrust law, or related to protection of trade secrets.

Imposes civil fines of up to $2,500 on state employees or officers who knowingly authorize contract provisions that violate this act.

Grants the Attorney General authority to bring civil enforcement actions in Ingham County circuit court for violations.

Applies to employment contracts entered into, amended, extended, or renewed on or after the effective date of the act.
