Increases breeders' awards from 10% to 20% of gross purses for both standardbred and thoroughbred horses winning at licensed race meetings or fairs in Michigan.

Raises purse supplements for standardbred and thoroughbred programs from 75% to 90% of purses for fair races and increases funding caps for training facilities from $4,000 to $12,000 annually.

Increases the special sire stakes fund allocation from 0.25% to 0.5% of all money wagered on live and simulcast horse races for both standardbred and thoroughbred programs.

Eliminates separate funding programs for quarter horses, Appaloosas, Arabians, and American paint horses, consolidating equine industry development into standardbred and thoroughbred programs.

Reduces the compulsive gaming prevention fund allocation from 1/15 to 1/10 of 1% of gross wagers and removes a $8,000,000 cap on the Michigan agriculture equine industry development fund.

Includes a tie-bar provision requiring enactment of either Senate Bill or House Bill 4600 for this bill to take effect.
