Permits electronic meetings via telephonic or video conferencing for public bodies retroactively from March 18, 2020 through March 31, 2021 under any circumstances.

From March 31, 2021 through December 31, 2021, allows electronic meetings only when members are absent for reasons listed in section 3(2), with limited exceptions for local states of emergency or disaster.

After December 31, 2021, restricts electronic meetings to only those circumstances requiring accommodation of members absent due to military duty.

Exempts agricultural commodity groups (including commodity marketing committees and state beef, potato, and bean industry commissions) from restrictions and permits them to hold electronic meetings under any circumstances at any time.

Requires two-way communication during electronic meetings, public notice posted at least 18 hours before meetings, and prohibits requiring registration or personal information from members of the public as a condition of participation.
