Adds two new sections (3a and 23a) to the Freedom of Information Act to grant incarcerated individuals the right to inspect, copy, or receive copies of public records that specifically reference them or their minor children.

Applies to individuals incarcerated in state or county correctional facilities in Michigan or any other state, or in federal correctional facilities.

Permits access to public records containing specific references to an incarcerated individual or their minor child, provided parenting time has not been denied under the Child Custody Act of 1970.

Requires that requested records be otherwise accessible to the individual by law and be properly requested under the Freedom of Information Act.

Takes effect only if House Bill No. 4383 of the 101st Legislature is enacted into law (tie-bar provision).
