Establishes separate advisory committees for each major building code (International Building Code, National Electrical Code, International Energy Conservation Code, International Existing Building Code, International Mechanical Code, International Plumbing Code, and International Residential Code) to review and recommend changes before promulgation.

Specifies detailed membership compositions for each advisory committee, including architects, engineers, contractors, building officials, inspectors, labor representatives, utility representatives, and representatives for persons with disabilities and low-income populations.

Requires advisory committees to meet publicly with 5 business days' advance notice on the department website, allow public comment before votes, and submit reports with recommendations to the director within 45 days of completing deliberations.

Mandates committees consider the reason for proposed changes, demonstrated need in Michigan, public health and safety impact, economic reasonableness, and technical feasibility when making recommendations.

Requires all advisory committee votes to be public roll-call votes recorded and posted on the department website within 48 hours, with the director retaining final authority over code promulgation.
