Amends the title and Section 1 of the 1968 conflict of interest law (MCL 15.301) to clarify references to the state constitution of 1963.

Modifies the act's purpose statement to specify that Sections 7, 7a, and 8a serve purposes beyond implementing the constitutional provision on conflicts of interest.

Adds new authority for the act to prohibit legislators from voting on certain bills, establish legislative ethics committees, and require disclosure reports.

Effective January 1, 2022, contingent upon the enactment of House Bill No. 4680 of the 101st Legislature.
