Requires all Michigan state legislators to file confidential financial disclosure reports with their respective chamber's ethics committee by February 1 each year.

Reports must disclose legislators' and immediate family members' earned income sources exceeding $5,000 annually, employers, and occupations.

Reports must include real property holdings (excluding primary residence) valued at $50,000 or more, securities and investments worth $10,000 or more, retirement accounts, and positions held in businesses and organizations paying $1,000 or more annually.

Allows exemptions for information already reported under campaign finance law, items representing exclusive financial interests of family members unrelated to the legislator, separated spouse assets, and benefits from publicly held corporations.

Takes effect January 1, 2023, only if House Bill 4680 is enacted into law.
