Board of Ethics must perform duties prescribed under the state officer financial disclosure act, including accepting and reviewing financial disclosure reports from public officers and employees.

Board shall do all of the following: receive complaints about unethical conduct, initiate investigations, hold public hearings, administer oaths, and issue advisory opinions on ethical matters.

Appointing authorities must initiate appropriate civil service proceedings when the board recommends action against a classified employee, and may dismiss unclassified employees or appointees based on board recommendations.

Board meetings and hearings must be open to the public, except when necessary to protect individual rights or when the board is performing financial disclosure duties under the state officer financial disclosure act.

Effective date is January 1, 2023, and the bill only takes effect if House Bill No. 4685 is enacted into law.
