Reorganizes and renumbers subsections (1) through (11) in MCL 4.415, relocating and clarifying definitions of "governmental body," "influencing," "legislative action," "lobbying," "lobbyist," "lobbyist agent," and "representative of the lobbyist."

Expands the definition of "official in the executive branch" to include policy directors, policy advisors, and other non-clerical employees of the governor's office, and clarifies which directors and commission members qualify as covered officials across various state departments.

Adds specific officials to the definition of "official in the legislative branch," including policy directors or advisors and budget directors or advisors for minority or majority political parties, and employees assigned to legislator's offices.

Reorganizes department references and updates department names (e.g., "Department of Labor and Economic Opportunity" replacing "Department of Commerce"; "Department of Environment, Great Lakes, and Energy" replacing "Department of Natural Resources").

Takes effect January 1, 2022.
