HB 4711 Summary

• Allows the Liquor and Cannabis Regulatory Agency to issue licenses to private entities for alcohol sales at baseball stadiums on Eastern Michigan University and Oakland University land during summer periods between spring and fall terms.

• Requires baseball stadiums and adjacent outdoor service areas to be leased or subleased at fair market value to qualify for licensing under these provisions.

• Applies existing restrictions to new stadium licenses, including those established in section 531 of the alcoholic beverage control act.

• Maintains that all licenses issued under this section are nontransferable and licensees must pay the required fee under section 525.

• Effective immediately upon approval by the Governor on November 22, 2021.
