Amends the Clean and Renewable Energy and Energy Waste Reduction Act to add Part 8 establishing a community solar facility program in Michigan.

Defines community solar facilities as solar photovoltaic systems generating electricity for multiple subscribers (minimum 3), with capacity not exceeding 5 megawatts, where no single subscriber owns more than 40% of output.

Requires electric providers to apply monthly bill credits to subscribers' electricity bills based on the kilowatt-hours generated by the community solar facility proportional to each subscriber's subscription, with credits continuing for at least 25 years from commercial operation.

Establishes requirements that at least 60% of facility capacity must be subscribed by subscriptions of 40 kilowatts or less within one year of operation, and defines low-income household participation eligibility at 80% of area median household income.

Makes renewable energy credits generated by community solar facilities the property of the subscriber organization, which may sell, accumulate, retire, or distribute them to subscribers; bill takes effect only if HB 4715 is enacted.
