Allows applicants to file concealed pistol license applications with any county clerk in Michigan, not just the clerk in their county of residence, unless that clerk declines to accept out-of-county applications.

Removes the requirement for renewal applicants to submit new fingerprints if the Department of State Police has established a system to save and maintain fingerprints in its automated fingerprint identification system (AFIS) database for ongoing comparison.

Changes language from "shall" to "must" in section 5b(4) regarding maintenance of name index records in the database created in section 5e.

Clarifies that renewal license notifications be sent to the address on file with the Secretary of State, or if none exists, the last known address on county clerk records.

Removes outdated reference to "law enforcement officers safety act" and replaces it with direct citation to 18 USC 926c regarding identification requirements for retired federal law enforcement officers.
