Prohibits knowingly performing, inducing, or attempting to perform or induce an abortion if the pregnant individual is seeking it because of a fetal disability, the fetus's sex, or the fetus's race.

Defines "disability" to include physical disabilities, cognitive disabilities, disfigurement, scoliosis, dwarfism, Down syndrome, albinism, amelia, disease, cleft palate, and trisomy 18.

Violators are guilty of a felony punishable by imprisonment for not more than 2 years or a fine of not more than $50,000, or both.

Pregnant individuals receiving such abortions are not subject to criminal penalties for violation, conspiracy, or attempted violation of this section.

Physicians who violate this provision are liable in civil actions for compensatory and exemplary damages and reasonable attorney fees; the act takes effect 90 days after enactment.
