Amends the definition of "acceptable THC level" to mean application of measurement of uncertainty to total delta-9-THC concentration that produces a distribution or range including 0.3% or less on a dry weight basis.

Modifies "total delta-9-THC" definition to equal the sum of delta-9-tetrahydrocannabinol and 87.7% of delta-9-tetrahydrocannabinol acid reported on a dry weight basis.

Adds comprehensive definitions for industrial hemp program terms including "compliance monitoring testing facility," "regulatory testing facility," "official hemp sample," and "unofficial hemp sample."

Clarifies distinctions between grower activities (growing, drying, storing, conducting research, and selling to licensed processors) and prohibited activities (selling intermediary, in-process, or finished products or smokable hemp flower).

Effective date: October 11, 2021, with act ordered to take immediate effect upon enactment.
